Abstract: This study was designed to investigate the availability and utilization of instructional materials on academic performance of students in Economics in Uruan Local Government Area. Five secondary schools were randomly sampled and use for the research with the total of (320) students/. Quasi experimental design was adopted for the study. The population of the study consisted of (9086) students I n the five secondary schools randomly selected for the study. Questionnaire was used for data collection  while independents t-test statistics was used for data analysis. Three research hypotheses were postulated and used to guide the study. The review of literature was done on area related to the study. Base on the finding the result revealed that the provision of instructional materials in schools improved teaching and learning process. Hence the pride of it on education today cannot be over emphasizes.

1.1       Background of the Study

Instructional materials are designed to impact information to student in the educational process. It has a great influence on the psychological life of the learners both developed and developing nation of the world commit sizeable proportions of their annual budget to education. In Nigeria, both federal and state government, Local Communities and individuals are investing heavily in education. This is because education has been identified as a powerful instrument for national development and emancipation Adeyemi (2008).

An appraisal of the system reveals that students performance in Economics are poor, one will easily suggests that this is due to some educational problems. Such as lack of good teachers, in availability of instructional materials, un-conducive environment for teaching and so on Inyang (2009).

It is the objective of this research to investigate how and the extent to which availability and utilization of instructional materials help the student to performed effectively in Economics in secondary school in Uruan Local Government Area of Akwa Ibom State. The present day human society would remains a diamond in the rough without adequate enculturation and socialization of its people. At both formal and informal levels, the members of  the human society ate taught the rudiment and aspiration of the society for maximum awareness, knowledge and skills to enable the individual improve their quality of life and that of the society, that reveals the relevance of education, one that differs from the stores-typed methods to one where the learners is a role player, discover a technician designing his own apparatus out of local inexpensive materials, an experimenter who arrives at his own answer and a scientist at heart.

To achieve such high scientific literacy demands as well as structured environment within which the child can learn purposefully with carefully chosen instructional materials that enhance effective development of the cognitive, psychomotor and affective domains of the learning. On the other hand, a child is exposed to learning in a deprived environment, one that is ill equipped and is often given few and defective instructional materials to learn with, will be doing so at frustrational level. (Udotong, 2003). It is important to look into the extent to which the availability and utilization of instructional materials can help student’s performance in Economics Akude (2005).

1.2       Statement of the Problem

It has been observed that Economics remains one of the subject offered in senior secondary schools by students, the performance of students in the subject during internal and external examinations has both been very impressive, a lot of workers have related these poor performances on a number of factors including unavailability and inadequate utilization of instructional materials. Teachers simply adopt the chalk and talk strategy and class work that requires fieldwork for the first hand information are often reduced to theoretical obstructions.

Also, there is a general inclination of parents to transfer their children unduly from one secondary school to another, they complain bitterly about poor performance of their words especially in the arts subject which they hope can secure their wards with good employment at the end of their school system. It is pertinent to investigate if these availability and utilization of instructional materials can help the students to performed well in Economics in our secondary schools Kinder (2001)

1.3       Purpose of the Study

(i)         The purpose of the study is to investigate whether the  utilization of instructional materials improved student’s performances in Economics in secondary school in Uruan Local Government Area of Akwa Ibom State.

(ii)        Examine whether the use of relevant textbook between male and female students improve academic performance of students in secondary schools.

(iii)       To assess the availability of instructional materials can enhanced effective teaching in Urban and rural schools.

1.4       Significance of the Study

This survey work has varied significance most importantly it will bring to our awareness shortest supply of equipment, material and relevant infrastructure which have been deviled the effective Economics teaching and learning in our school. Also this study is significance in the followings reasons.

(i)         It will make school administrations to discover the need of providing adequate instructional materials for teaching Economics.

(ii)        It will enable the teachers to have habit of preparing and making use of instructional materials in teaching Economics.

(iii)       It will help to make teaching and learning of Economics interesting, attractive and stimulating.

(iv)       It will contribute to the improvement of students performance in Economics.
